Dear Minister,  
several months ago I wrote to Her Majesty Queen Margrethe II of Denmark and the President of the Federal Republic of Germany, Prof. Dr . Horst Koehler . The purpose of these letters was to initiate a new agreement between Denmark and Germany resembling the "Kopenhagener Erklärung" (Copenhagen Declaration) some fifty years ago. The agreement would focus on the establishment of a marine protected area which would be shared by both countries. Such a protected area is vital for the conservation of the Baltic Sea which, as a small shallow sea, constitutes an extremely endangered marine environment.  

As yet, the mechanism of sea water exchange in relation to the topography of the sea bottom, the role and amount of pollution and exploitation of marine resources, and the changing conditions caused by global warming are still poorly understood. However, it is a well-known fact that the inhabitants on both sides of the border, not only in the coastal regions, are strongly dependent on an intact and healthy marine environment. Tourism and local fisheries remain a major source of employment in many parts of the region, where industrial employment hardly exists.  

The main focus of this new agreement between Denmark and Germany should not only be the protection of the marine flora and fauna habitat but also the welfare of today's generation and the interests of generations to come.
